This was super easy to do, all in total probably 5 minutes to do.
You first open your image and click on the marquee tool, and select the part of the image you want. Next in layers palette, you add an adjustment layer, click on saturation and move that to -100. To reverse the colors, click on the saturation icon in the layer palette, and then hit control I. Reselect the layer, and then go to the stroke menu. Change the border to what you like. I have 9 pixels in the above one. I choose inside too for border. Thats the basics of it. I think I would have liked a thicker frame, but I love how it came out!
